The Intelligence Platform allows you to configure which users get access to which features. This allows Admins to restrict the ability to create net new reports or dashboards to admins or managers, a common choice.
Here's how to set things up:

Go to Administrative Settings > Report Management > Groups > Select desired group.

Clicking on the group name gives displays the group profile. Here I selected the "Content Share" group. Select Feature Access.

Under "Select the product features that will be enabled for users in this group", select Board Creation to give users in this group the ability to create and manage dashboards.

Click Save.
